The UK is investing £100M’s to revolutionise its energy infrastructure, to help us get to Net Zero and adapt to huge changes in energy supply (e.g. renewable energy) and demand (e.g. vehicles).  

Icebreaker One is launching a Pilot phase of Open Energy (OE), running from October 2021 to February 2022 and is inviting applications to the Open Energy Advisory Groups to help inform the national energy data infrastructure. If you think a colleague or sector expert would be interested, please share the link to this page with them. Open Energy Pilot — Advisory Groups 

The Open Energy Advisory Groups convene and combine individual expertise to help understand how the UK may better modernise energy data access. There are two Advisory Groups in the Pilot: 

  1. The Membership & Delivery Advisory Group will be a continuation of the Modernising Energy Data Access work, and look into answering some of the outstanding questions. These include topics such as the membership contract and defining data access specifications. 
  2. The User Needs Group will explore, prioritise and work through additional use cases that should be supported by Open Energy to help us work out where to go next, including identifying the precise user needs, the data value chain and the ecosystem surrounding each use case.

Sub-groups may be formed to address specific topics and issues as they emerge.

Advisory Group Goals 

Advisory Group 1: Membership & Delivery

Advisory Group agreement on the following:

  • Membership contract iterations
  • Defining data access specifications
  • Key policies – conditions for participation, roles, responsibilities and liabilities
  • Draft preemptive license
  • Funding model 
  • Understanding data production, flows and usage
  • Authorisation process and audit
  • Requirements for Access Control and Search to ensure it meets end user and sector needs

Advisory Group 2: User Needs

Advisory Group agreement on the following:

  • Identification and prioritisation of use cases
  • Map and quantify expected benefits 
  • Analysis of the associated operational, technical, legal, licensing and policy considerations needed to operationalise the use cases
  • Identify requirements for Access Control and Search to ensure it meets end user and sector needs

Participant Commitment 

Advisory Group members are expected to attend five (5) two-hour meetings, prepare for these meetings ahead of time, and to help in the dissemination of the work to the industry communities. These meetings will run from October 2021 to February 2022.

All participants in Advisory Groups agree to sign up to the Terms of Reference, which sets out our values and goals. 

Open Energy Pilot — Steering Group

The Advisory Groups will be overseen by a Steering Group, providing a focal point for reporting, challenge function and sign-off of the Advisory Group recommendations. The Steering Group will be Co-Chaired by Icebreaker One, and participants include representatives from government, regulator, consumer bodies, trade association and Co-Chairs of the Membership & Delivery and the User Needs Advisory Groups. We are currently accepting applications to join the Steering Group. 

Participant Commitment

Steering Group members are expected to attend five (5) 90-minute meetings, prepare for these meetings ahead of time, and to help in the dissemination of the work to the industry communities. These meetings will run from October 2021 to February 2022.
